Yo Shindo and his Ketsubutsu classmates observe the exam, noting that 62 people have passed. Yo explains he used his Quirk to separate the U.A. students, and now Class 2-2 has split into two groups to hunt them, with many other students joining the pursuit. As the first phase nears its end, students are fighting chaotically. Yo suggests his team conserve stamina and wait for others to tire themselves out while trying to eliminate U.A. students. A classmate named Tatami calls him sneaky, but Yo clarifies he is being tactical, as it's a critical moment to decide between rushing or planning.

Katsuki confronts Seiji, who states his intention to break Katsuki's pride and demonstrate the importance of dignity. Katsuki ignores him, and they exchange attacks. Denki gets involved, but Katsuki insists Seiji focus on him. Seiji then uses his Quirk to turn Katsuki into a "meatball" by flanking him with a piece of flesh. Before transforming, Katsuki throws a grenade to Denki. Seiji explains the licensing exam's strict vetting process aims for higher-grade heroes, and he intends to eliminate those he deems unworthy. He attacks Denki again, but Denki uses Katsuki's grenade to keep Seiji off balance.

Seiji moves into the path of one of Denki's new projectiles. Denki channels electricity through his finger onto the projectile, electrocuting Seiji. Denki recalls his new sharpshooting equipment, created by Power Loader and Mei Hatsume. He tells Seiji that he misjudged Katsuki and Eijiro, who are working hard to become heroes. Severely injured, Seiji loses control of the "meatballs" he created. Seiji angrily tells Denki to focus on his own position and attacks. Eijiro and Katsuki return to their normal forms and defeat Seiji with a combined attack. Eijiro thanks Denki and Katsuki but also scolds Denki for taking too long. Seiji's other victims recover, and the U.A. students face off against them after Seiji's defeat. Meanwhile, Shoto waits in an anteroom, concerned for his classmates, until Momo and her group arrive. They express hope that their remaining classmates will also pass.

Back on Class 1-A's battlefield, Izuku runs from pursuing students. Hanta catches up and asks Izuku to carry them both into the air. Once airborne, Ochaco releases debris attached to tape, trapping their pursuers by sticking them to the ground. With the announcement that 76 people have passed, the trio decides to eliminate the trapped competition and pass the first phase.

No U.A. students have been eliminated yet, but the remaining Class 1-A members are running out of time. Tenya, searching for more classmates, finds Yuga hiding alone. Tenya explains he has already found some Class 1-A members and is trying to regroup everyone. Yuga suggests they might have already passed while Tenya is searching. Tenya, as class president, says he would be happy if that were the case and asks Yuga to work with him to pass.

Katsuki, Eijiro, and Denki pass the exam and encounter Izuku, Ochaco, and Hanta heading to the anteroom. Ochaco, Hanta, Eijiro, and Denki celebrate together. Katsuki speaks to Izuku, acknowledging his Quirk and stating he expected nothing less from his "borrowed power." Izuku is initially surprised and then worries that Katsuki might have figured out his connection to All Might. They all meet up with Momo and the others in the anteroom. Eleven Class 1-A students have now passed, leaving nine remaining with only 18 spots left.

Tenya prevents Yuga from being eliminated, and Yuga begins to give up due to their perilous situation. Other scattered Class 1-A members also struggle. Yo and his classmates are the next eight to pass, leaving only 10 spots. Inspired by Tenya's self-sacrifice, Yuga stops and fires his navel laser into the air. He has already marked two targets and decides to use himself as bait to draw enemies, allowing Tenya to hide and ambush them. Yuga explains he has always wanted to be equal.

Enemy students arrive, but before they can attack Tenya, a large flock of birds distracts everyone. Koji commands the birds, and Fumikage uses Dark Shadow to attack the distracted students. Minoru places sticky spheres on the ground, and Mashirao uses his tail to knock opponents into them. Toru uses her Light Refraction Super Move to blind nearby students and eliminate them. Mashirao follows suit and passes, while Yuga watches. Confused, Yuga listens as Mina explains that Class 1-A was in a difficult situation until Yuga's light beam gathered them.

Mina, Fumikage, Minoru, Koji, Rikido, and Camie pass one after another. Tenya and Yuga run to their targeted opponents, and Tenya tells Yuga that regardless of who he wants to be equal with, he was the beacon that allowed Class 1-A to succeed. They eliminate their last targets, filling the final two spots for the first phase. Yokumiru announces the end of the first phase.

Class 1-A celebrates all its students passing the first phase. Inasa is upset that Seiji failed, and Nagamasa Mora scolds Seiji, Inasa, and Camie for going off alone. Yokumiru directs everyone's attention to a screen showing the arena transformed into a disaster zone. He announces the next and final phase of the exam will involve rescue operations. Izuku is excited by the prospect of saving people.
