Death Note Episode 5: Tactics

Light Yagami waits one week after identifying FBI agent Raye Penber before acting, first testing the Death Note by writing causes of death before names on criminals, confirming it works as long as the name follows within 40 seconds.

Penber confides in Light about his investigation into the bus hijacking, asking him to keep it secret from the police, including Light's father; Light agrees, and Penber returns to his hotel room, reassuring his fiancée—a former FBI agent who suspects Kira's involvement in the hijacking—that Light is not Kira.

On December 27, Light and Ryuk enter a crowded underground shopping mall; Light approaches Penber from behind, hooded and masked, declares himself Kira, and proves it by killing a nearby criminal with a heart attack.

Under duress, Penber follows Light's instructions onto a train, where Light—still hidden—forces him to write the names of the 12 FBI agents in Japan (including his boss) on pages from the Death Note envelope, visualizing their faces; Light encodes a taunting message to L via suicide notes from other victims spelling "L, do you know Shinigami love apples?".

Penber exits the train, leaves the envelope, and collapses from a heart attack on the platform.

The deaths of 12 FBI agents and Penber's boss prompt the NPA to distrust L; L invites the remaining trusted Japanese officers to his hotel, while Light ponders his potential oversight and reflects on his inmate experiments.

Light's father, now revealed as head of the Kira task force, shares this with his family; Light expresses pride and vows to catch Kira if his father dies. That night, Chief Yagami and his team meet L in person at the hotel.
