To ensure that Netero's last wish will be followed, Ging convinces the other members of the Zodiacs to procede with the election according to some rules defined by him. However, after the first round of voting, a winner is not decided and a second round begins. Meanwhile, Illumi informs Hisoka about Gon's condition and asks for his help to ensure Killua's safety as well, in a plan that somehow involves a fifth, yet unrevealed member of the Zoldyck siblings.

The Zodiacs assemble to carry out the Hunter Association’s election for a new chairman after Netero’s death, and the meeting quickly turns into a tense argument over how the vote should be conducted.

At the start of the meeting, most of the Zodiacs are present on time, including Ging, while Pariston arrives late and immediately draws everyone’s irritation. The group openly voices its dislike of Pariston, but he still tries to take control of the discussion and pushes himself as the obvious person to lead the election process. Cheadle responds by proposing that the rules for deciding the election be determined by a drawing of lots, which the others argue over at length before accepting.

A third party, Beans, is brought in to handle the draw, and Ging is the one who wins. It is then revealed that Ging had already met with Beans days earlier and predicted the direction the debate would take, allowing him to prepare rules in advance that match the outcome he wanted. Using that advantage, he establishes the election framework: the chairman must be chosen by majority, and if voter turnout does not reach 95%, the election will have to be repeated.

The first round of voting is then carried out, with many Hunters coming in to cast ballots. The vote does not produce a final chairman, and the turnout is later revealed to be only 87.7%, which invalidates the election under the rules Ging set. Pariston receives the most votes in the round, but not enough for a majority, so the process must continue.

After the election business, Illumi appears and approaches Hisoka, and the two leave together for a private conversation. Their exchange centers on Hisoka’s frustration that he has passed up many chances to fight strong opponents because he has been fixated on Chrollo, and he admits that pursuing those opportunities would require him to stop and think, which he does not want to do.
